Après une invasion, des extraterrestres ont instauré un nouvel ordre mondial sur Terre. La ville de Chicago est occupée par l’envahisseur depuis bientôt dix ans. Divisés entre la paix et l’anarchie, deux camps s’opposent : les collaborateurs et les résistants. Du côté des insurgés, Rafael Drummond est mort au combat en 2026. Gabriel, son frère cadet, a rejoint les rangs de la cellule Phoenix, un groupuscule dont les activités illicites ont tôt fait d’attirer l’attention du commissaire William Mulligan.
